Centurum Information Technology is seeking a highly motivated Cybersecurity (CS) Lead to join our team in San Diego, CA to support the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I). Work will be performed in San Diego, CA at the Naval Information Warfare Systems Command (NAVWAR) Old Town Campus. The C4I CS Lead will directly support the Information Systems Security Officer (ISSO) for the Communications and Global Positioning System (GPS) Navigation Program Office (PMW/A 170). The following are the primary duties and responsibilities: - Provide leadership for C4ISR CS and Information Assurance (IA) activities. - Perform IA Management (IAM) Level III functions in accordance with DoD 8570.01M. - Plan, implement, upgrade, and monitor security measures for the protection of C4ISR networks and information. - Develop and recommend policy on actions required to prevent and to correct CS/IA deficiencies and violations. - Apply CS/IA-related laws, policies, and directives and provide CS/IA-related technical support to the Program Office workforce. - Perform CS engineering for systems that are subject to NAVWAR, Department of the Navy (DON), National Institute of Standards and Technology (NIST), NSA, and DoD policies, instructions, and guidance and accreditable via the Risk Management Framework (RMF) Assessment & Authorization (A&A) Process. - Lead, coordinate, manage, and execute a wide range of CS/IA analyses and documentation development in support of the DoD RMF A&A activities. - Manage RMF efforts and IA Vulnerability Management (IAVM) processes and activities across multiple programs. - Develop CS engineering practices to ensure that systems are delivered and deployed in a secure and accreditable state. - Analyze user needs and current security regulations and guidelines to determine CS/IA functional requirements. - Perform functional allocation to identify tasks that must be completed and the interrelationships among those tasks. - Develop security architecture artifacts to support engineering efforts. - Provide support in performing system security network analysis and assessments to support multiple network accreditations (Unclassified, Secret, TS/SCI, and/or Cross Domain). - Analyze and define CS/IA requirements for Multilevel Security (MLS) and non-MLS systems. - Design, develop, engineer, and implement solutions for the MLS and non-MLS requirements. - Perform other CS/IA duties as required.
- Minimum of 10 years of Navy or DoD experience in IA and CS, which includes experience in all aspects of CS Technical Authority requirements and the DoD 8500 Series and NIST SP 800 Series, including RMF. There must be experience within the last 5 years. - Experience working with the Navy Cross Domain Solutions Office (NCDSO) within the last 5 years. - Demonstrated knowledge of military C4I/IT products; with specific Navy Communications, Military and Commercial Satellite Communications (SATCOM), Tactical Communications (TACCOM), and GPS knowledge. - High familiarity with the NSA certification process.
This position requires a Top Secret/SCI US DoD security clearance.
- Knowledge and experience with Navy Communications, Navigation, and C4ISR systems, especially with NAVWAR programs of record. - Expertise and capabilities performing systems engineering, management, and/or analysis for systems that were accreditable via the DoD IA Certification and Accreditation Program (DIACAP) and/or the RMF A&A process. - Knowledge and understanding of the CDSA Phase I through CDSA Phase III Process. - Experience supporting a program office ISSO, ISSM, and/or ISSE.
- IAM Level III and/or IA Technical (AIT) Level II or III Training and Certification IAW DoD 8570.01-M, IA Workforce Improvement Program is desired. - Navy Qualified Validator (NQV) Level II or III IAW NAVWAR instructions and guidance is desired.
- Prior Navy experience preferred. - Must be able to communicate effectively in English, both verbally and in writing. - Must be able to interface effectively with all levels of technical and management personnel. - Must be proficient with Microsoft Office products. - Candidates will be subject to a Government background investigation and must meet eligibility requirements for access to federally controlled information and/or facilities. ***When responding to this posting please reference job # SD21-11, Cybersecurity Lead***
